Is colour developer/colour balancer the same as colour neutralizer?

if u mix your hair dye with neutralizing shampoo it will not do anything. u need the colour balancer or developer to activate the colour as this is what holds the ammonia to which makes the colour take to your hair. colour neutralizing shampoo is used to end the colour process and lock it into ur hair. sorry!
