My puppy wont stop eating my stairs then when he chewed the carpet he eats the wood?

he has toys, bones, his food, and water where he is left when out, he only does it when im out, i leave the radio on for him when out so he can hear people, ive tryed putting lemon juice, pepper, onion juice, vinegar, all where he chews but he seams to like it, on a bit of a budget as i am now replacing the carpet and top of the step so any usefull suggestions!! (dont say anything stupid please, if u havent got a serious answer then dont bother, no time wasters)
